First, the AVEC network was in charge of this consultation, especially on the occasion of their biannual meetings bringing together member cities involved in heritage management. The consultation of Local Authorities Representatives was also carried out by different partners of the APPEAR Consortium (CUGS, UAM, RAVA, ICUB) in the framework of the different case studies. In order to get city representatives more involved in the construction of the APPEAR guide in progress, a new procedure of consultation was launched by ICOMOS in October 2004 through: - its own network (by consulting identified experts from the European National Committees and the International Scientific Committees such as Historic towns and Archaeology management), - the contacts established with other specialised existing institutions and networks such as the European Association of Historic Towns and Regions (EAHTR), the Congress of local authorities of the Council of Europe, the European Council of Municipalities and Regions, the Committee of Regions, the World Heritage Cities Organisations, etc. The first consultation phase was planned between December 2004 and mid-March 2005. A selection of relevant cities (about 40 cities in 15 different countries), institutional contacts, local authority representatives, decision makers and experts was made. ICOMOS has started to contact the decision makers as well as the above mentioned associations and institutions. Useful documents were drawn up and were intended to clearly state the aims and elements at stake under the construction of the APPEAR guide for local decision makers: letter of contact, position paper, guide description and APPEAR project presentation. On the basis of these documents, concerned people were invited to express their thoughts and comments, either in writing or during direct interviews. ICOMOS is in charge of pooling all the results of the consultations with Local Authorities Representatives. The feedback will be summarised so that it can be taken into account in the second draft guide to be submitted to the Advisory Board for evaluation in April 2005.
